I'm thinking #2 is either for sharpening wood plane blades or chisels. Probably attaches to the front of a wet grinder. Fairly recent judging by the plastic knobs.

the first one looks to fit one of the old "gem master" laps -- you could do anything with them -- saw, grind, facet, etc ---I have one sitting in my barn that I could see if it fits, has holes in the top edge of the bowl for a drip tank and other things --looks like it would fit one of those and the threaded rod would keep it up from the lap plate while rotating the degree wheel
