If you really want to stick with a two wheel arbor, I would go with the Amazon option, as it already has the bearings, flange washers and locking collars. You will still need to build some sort of platform, a water system, and splash guard.
I would put a hard wheel on one side rather than two expanding drums, probably something around 100 grit. If for nothing other than bulk stock removal. Also a spin on polishing head will make your life way more enjoyable.

1/3 HP should do for that, It might be a little slow to spin up but once it's going there's not a lot of drag from grinding stones.
