Hard to say with certainty, but I will give a guess. Both rocks are water warn, either glacial or river. The holes in the top picture might be where other rocks once sat and were popped out with the water action. Probably sedimentary. The second rock has a vein intrusion and I would guess calcite but that is easy to test by hardness or acid (softer than quartz and will scratch with a knife, bubbles with muriatic). If so, it has started to dissolve/etch but whatever it is, might have attempted to go crystal-y. The outside rock looks metamorphic.

Take a look at the shape of the larger holes in your rock. Kind of crystal-shaped. greig is correct, there were other rocks there when this was formed. But I don't think they popped off, I think they were a bit softer, and dissolved away over time. Best way I can describe it, have you ever seen conrete workers throw rock salt on top of just poured and screed concrete, then go over it again with finishing tools, pushing the salt lightly into it? The rock salt protrudes from the flat surface, then when the concrete is dry the salt is dissolved away using water, leaving a rough texture. Welcome to the forum.
