They are very smooth and seem to be in creek beds and along the local river.

They look like chert fragments stained with iron.

Chert is a micro-crystalline form of quartz. Mohs 7. Usually tumbles well if not full of fractures. At times can be very very colorful (see Mozarkite) or rather plain (grey, beige, tan) Closely related to Flints and Jaspers.
