I found this DIY disc sander at my mother in laws while helping her move. I am not sure if my father in law made it or if he purchased it at an auction. It looks like a pretty simple design that may be usable for DIY flat laps. It looks like who ever made it just drilled through a pulled, bolted the wood to the pulley, and then I assume the metal is held to the wood with tapered screws (heads are hidden by sand paper). I imagine you could rough cut the circle, then attach to a motor and hold sand paper or a file to the edge to get it to be a perfect circle.
