Illegal pond? Yeah, in Oregon, RAINFALL is owned by the counties. Therefore a pond is stealing water from the county. Even if the county has free access to fill their pumper trucks to fight fires. Even if the pond is an important source of food and water for a lot of wildlife including a threatened turtle species. Even if the homeowners agree to not use the water for personal use. Can't make an exception because it "weakens state statutes". We all know now why they are being heavy handed. It's about the power. Can't bend because we will have less power. Oregon is beautiful. But if I leave California it won't be for Oregon. Just more of the same petty government. Plus I can't pump my own gasoline.

Yep, lots of petty government here, little wannabee's exerting power over people who are no more than wanting to make a go of life, and not hiding things in the process. As long as that couple has an outlet from the pond they aren't really holding all the water, just temporarily delaying some of it for their enjoyment, and for all the visiting critters. Makes no sense.

My county here in Washington is so generous to allow me to store the rainwater from my roof, as long as it's no more than 50 gallons. Control just for the sake of control?

Bermuda requires eight gallons of tank space per square foot of roof. That island has literally zero natural fresh water. if you can't afford storage you can't live here. That is smart oversight!

Moonshiners laid boundaries down for regulators in parts of the east. Or at least taught them to be cautious about invading a man's property and resources. Seems to have had a lasting result.
Lots of legislation regarding minimizing impermeable surfaces(concrete/pavement) to reduce rapid run-off though. That is controlled by the building inspections and permitting. Fair enough.
I hope a farmer has the right to let rain wet his fields. Laws favoring agricultural freedom are totally pro-farmer here in the east. Burning, water diversion/storage etc.
I hope they let people pump water from their wells.
