normally i would say yes but i talked with a guy last weekend and some agates he found on his mountain property this last summer it looks just like yours out side and in after we face cut it! The general area is south central Washington ! This all came about after this guy needed his radiator repaired he seen the polished agate i had on my desk ! so this next spring were going to go dig the Agate out of this area and bring some to market

I was recently gifted a large agate with a white chalky rind, that is like a montana agate but with a purple/bluish matrix (similar that illustrated). I do not know its origin, but may be able to find out. I'll try to post a photo of a slab within a day or so.

That is a brazilian whits skin. they are suppose to have nice bands in side. Though that was never my experience. That is definately brazilian Agate.
