Same issue here in Australia. There's talk of banning the stuff which is way off the mark in my opinion. There's plenty of industries around using toxic or harmful stuff in their operations that don't have a problem because the issue of dust or fumes is managed properly. The places using this material need surprise inspections by Health and safety people on a regular basis until they fix the dust extraction and mandate proper use of PPE.

I've seen loads of fabricators trimming and grinding countertops in the driveway with no mask. Actually, I don't ever recall seeing one with a mask or respirator.

I worked in a coal mine 50 years ago and all of the pre-training for miners dealt with black lung and pneumoconiosis. It has been taught to miners for a long time, even to point out that smoking gives a 10x increase chance in black lung. Though face masks were not available. You were strongly encouraged to keep ventilation up which would reduce exposure to incremental dust created by the continuous miner(CM). The miner operator was strongly encouraged to keep the CM out of the top or bottom since that made the coal too dirty and it would require washing. CM were sometimes used to cut a roll where the coal was squeezed due to a channel filling (typically sandstone). These were limited cases. Rock dust(RD) used to coat the rib, top and bottom is made from calcium carbonate and had to have a very low silica content to meet standards. The Author of the article seems to be using rock dust to mean the dust created when the top or bottom are ground up and not what RD is used for in the mine.

Dangers in the industries, especially energy related are often well known, but a cavalier attitude is often encouraged. And with deadly consequences. Anyone who wanted safety gear for their job can attest.
I am sharing a well explained version of an incident which I unfortunately knew the family of those involved. I was in the vicinity of the compound area as I.was by the inlaws
