hmmmm...I'd guess some sort of mixed quartz or quartzite....

I'd guess "no" on agate or jasper....on the left hand side of the specimen, you can see where a piece was chipped off at some point and you can see a granular texture to the material in that spot...agate or jasper will not display a visible grain, the fracture would be clean and smooth.

It's a rock with quartz running through it. Better pics will be needed for a more conclusive ID than that. If you know where it was collected, that would help, too.
