Indian Jewelry Making by Oscar Branson has some information on making stamps, It was the only information I could find when I was wanting to make a few stamps. Also of interest would be the information on making repousse stamps at The Carving Path Forum, goes into the heat treating.
I have found that rather then use found steel I am better off getting W1 or O1 drill rod, round, square or rectangular depending on the stamp design an go from there, using known steel simplifies the heat treat process.
As for actual carving of the stamp face you will need a good selection of files and lots of patience. checkering files come in handy when laying out parallel lines, but are expensive.
