I have an order in for a new HP 16" slab saw which I want to take delivery on no earlier than September or October. This will be my first experience using an oil cooled saw. In order to properly locate the saw I need to know - will a typical saw like this create an oil mist that will land on nearby things, or will it be completely sealed (clean on the outside)?

It will mist if using mineral oil, especially if you raise the lid immediately after the cut. Add some automotive no smoke to the oil, eliminates the mist with just a slight automotive odor.

I have very limited slab saw experience. There will be mist inside the saw under the cover. You shouldn't have any on the outside if the top is closed. If you let the mist settle before you open the top you shouldn't get any on the outside.

No matter what, I think saws should be in well ventilated areas and not adjacent to things that won't survive a little oil exposure.

You don't want it next to the dining room table, but in the garage as long as you are not too fastidious there. A little bit of ambient dust usually keeps things from getting oily, but what quantity can be tolerated varies with the user.
